For over 30 years, UST has partnered with 501c3 organizations to assist with mitigating costs associated with unemployment claims.

Through our partnership, we offer claims management, asset protection and savings, HR tools and outplacement services to over 2,200 nonprofits nationwide.

As a 501c3 organization, you have the exclusive right to opt out of paying state unemployment taxes and instead reimburse the state on a dollar-for-dollar on your unemployment claims.

Over the years, we realized that Trust option may not be the best for all nonprofits.For this reason, UST now offers several different funding options to assist your nonprofits workforce needs.

Our Trust program requires nonprofits to fund a reserve. This reserve helps to spread the liability over the long term and is an asset to the participating organization.

UST Support is a fee for service program which allows nonprofits to have control over their funds, while providing the benefits of claims mitigation, HR support and career transition services.

UST Secure is a fully underwritten program where your organizations unemployment liability is covered up to a set dollar amount for a pre-determined rate. With UST Secure, you also have access to claims administration, HR support and career transition services.

UST partners with Intoo to provide our participants with services that can be offered to employees transitioning out of their organization. The benefit can also be offered to the spouses and domestic partners of current employees. With this benefit, individuals will have access to:

  • Resume/cover letter revisions
  • Job Search database
  • Mock interviewing

A base period claim can result in an organization sharing in the liability of a former employer regardless of separation reason. When awarding unemployment benefits, most states use a 5 quarter look back period to determine eligibility. Should your organization fall within those 5 quarters, you will share in a portion of the liability. With few exceptions, reimbursing employers are unable to protest such claims.

Please note: If you are a PA member, you may have the right to protest base period claims if you paid the annual solvency fee. If you are unsure whether or not the solvency fee was paid, please contact Karl Bierach from Equifax Workforce Solutions at 866.848.4623 x2496.

Most UST programs require quarterly payments due on the first business day of each calendar quarter. UST Secure customers must pay within 30 days of the beginning of the calendar quarter. Invoices are distributed no less than two to three weeks prior to the due date.

For members on automated withdrawal, payments will be deducted from the designated account in monthly installments on the first business day of each month. Members are notified 5-7 business days prior to the withdrawal initiation.

UST does not accept credit card payment at this time.
UST accepts either check or monthly ACH withdrawal.
UST’s primary concern with payment obligations is to ensure that your account has the necessary funds to reimburse the state by the due date. This ensures that you avoid state assessed penalties and interest. UST can provide some payment flexibility without fees or penalties in cases where the solvency of the member’s reserve is not threatened and regular communication is maintained.

UST’s Trust program is a grantor Trust and all members share in the cost of administering the Trust. On average, each members’ expenses are 8-11% of annual contributions. The most recent breakdown of expenses can be found here.

UST Support and Secure programs are fee for services programs. All billed amounts can be allocated as expenses.

As with the member expenses, each member shares proportionally in the return/loss of our investment portfolio. For information on our investment strategy, please read our Investment Policy Statement.

The term “rate” can be used a few different ways, depending on which UST program you participate in.

In the state tax systems, your unemployment rate refers to the percentage of taxable wages paid each quarter to participate in the state’s unemployment insurance pool. Only participants in UST Support for tax rated employers are still issued this type of unemployment tax rate. All other UST programs are designed for reimbursing employers whose states bill them for benefits paid to former employees. By definition, reimbursing employers do not have a state unemployment tax rate.

For reimbursing employers, both our Trust and Support programs bill participants based on a set annual dollar amount. No rates are used in these programs and reported wages do not directly impact billing.

Our UST Secure insurance program does utilize a rate to determine quarterly fees based on reported wages. This rate is reflected on your policy declaration page or can be requested from your Account Manager. Please note, however, that UST Secure rates apply to gross wages, and cannot be directly compared to state unemployment tax rates based only on SUI taxable wages.
